The California Department of Education (CDE) has released CALPADS Update Flash #294, which introduces new and revised FAQs related to Fall 2 reporting. These updates primarily focus on Staff Data and Statewide Educator Identifiers (SEIDs), Career Technical Education (CTE) courses, and English Learner (EL) reporting. Below is a streamlined summary of the most important changes.


Staff Data & SEIDs: Reporting Teaching Assignments

Updates clarify how to report teaching assignments when the Teacher of Record (TOR) is on leave or when there is no TOR:

  • When a teacher is on statutory leave and a substitute with a Teaching Permit for Statutory Leave (TPSL) is assigned, the TOR should still be reported.
  • If a teacher is on leave with no active assignments, do not report them in CALPADS. Their Staff Demographic (SDEM) record should be closed with an employment end date before Census Day.
  • If a teacher is permanently assigned but on leave during Census Day, they should still be reported as the TOR.
  • If no TOR exists and a substitute is teaching, report the substitute’s SEID. Generic SEIDs cannot be used.

📌 Reminder: Substitute teachers must have a valid SEID issued by the Commission on Teacher Credentialing (CTC).


Reporting Vacancies for Non-Classroom-Based Positions

For roles like principals, superintendents, counselors, and school psychologists:

  • If a certificated employee is serving in the role on Census Day, use their SEID.
  • If the position is vacant, do not report it in CALPADS. Instead, vacancies are documented in CalSAAS (California State Assignment Accountability System).

Career Technical Education (CTE) Course Reporting Updates

  • LEAs can use CTE State Course Codes (7000–8999) even if they do not run an official CTE program, as long as the course content meets CTE pathway standards.
  • When CTE courses are provided by a Regional Occupational Center/Program (ROC/P):
    • The LEA must have an agreement with the ROC/P.
    • If the LEA does not maintain SEIDs for ROC/P teachers, use "9999999999" as the SEID for reporting purposes.
  • It is no longer required to indicate whether a CTE course is provided by an ROC/P.

English Learner (EL) Reporting Changes

To properly document pull-out and push-in services for EL students:

  • Report courses using specific State Course Codes:
    • 9103 – English Support
    • 9104 – English Language Development
  • Submit Student Course Section records for all EL students receiving instruction.
  • The previous practice of using Course Code 3020 (Consultation/Instructional Support) for EL services has been eliminated.
