[CA] CALPADS Update Flash #308 - New Migrant Data Reporting

The California Department of Education (CDE) has announced important changes to how Local Educational Agencies (LEAs) will report and access migrant student data beginning with the 2025–26 academic year. As detailed in CALPADS Update Flash #308, this change streamlines and standardizes data reporting by pulling directly from the state’s Migrant Student Information Network (MSIN).

Key Change: Migrant Data Now Comes from MSIN

  • Starting July 1, 2025, Education Program Code 135 (Title I Part C Migrant) will be retired.

  • LEAs will no longer submit migrant program records through the Student Program (SPRG) file.

  • CALPADS will instead receive weekly updates from MSIN and provide LEAs with a Migrant Eligible Program Students (MEPS) extract.

What’s in the New MEPS Extract?

Field Description
SSID Student’s Statewide ID
MSD Number Migrant Student Directory number from MSIN
Eligibility Start Date Qualifying Arrival Date (QAD) for the migrant program
End of Eligibility Date Actual or projected eligibility end date
Retired MSD Info Old MSDs and the date retired (if merged)
Last Update Date When the record was last updated in CALPADS

LEAs should upload the MEPS extract into their Student Information System (SIS) weekly. This extract becomes the official source for student migrant status.

Updated CALPADS Reports

CALPADS reports will be modified to include migrant statuses from MSIN, including:

  • Title I Part C Migrant – Count

  • Title I Part C Migrant – Student List

Fall 1 reports will be updated by early September, with additional updates rolled out by submission cycle.

LEA Action Items

  • Stop local migrant data uploads: LEAs should no longer use local processes or migrant region extracts to submit migrant data.

  • Update business processes: Adjust workflows to accommodate data coming from CALPADS, not migrant regions.

  • Import weekly MEPS extracts: Ensure new, updated, or retired records are reflected in your SIS.

  • Use "Last Update Date" to identify new or changed records.
