[CA] Summer EBT 2024 Update

CALPADS Flash #282 shared a 2024 update on California’s Summer Electronic Benefits Transfer program, also called Sun BUCKS.

Although the dates below applied only to 2024, the Flash shows why complete CALPADS records matter. Accurate data helped the state identify eligible students and deliver summer food benefits to families.

How Summer EBT Worked in 2024

The California Department of Social Services used public-assistance data and CALPADS records to identify eligible students. Families did not need to complete a separate Summer EBT application.

The state looked at several types of CALPADS records, including:

  • Free or reduced-price meal eligibility
  • Migrant education records
  • Homeless education records
  • Foster youth records

As a result, LEAs needed to keep these records current throughout the eligibility period.

2024 Benefit Timeline

Students who met eligibility requirements by March 29, 2024, received benefits from mid-June through August 31, 2024.

Students identified between March 30 and August 31, 2024, received benefits between September and November 2024.

Therefore, LEAs needed to continue updating CALPADS after the first benefit period. A student could still qualify after March 29 if the LEA submitted an eligible record during the later period.

Support Homeless Students

The Flash also highlighted an important responsibility for LEAs serving homeless students.

When a student did not have an address in CALPADS, LEAs used a school or district office address. The state then mailed benefit cards to that location.

During the summer, staff needed to check mail regularly and distribute cards promptly. Without a clear local plan, cards could sit at a school or district office while families waited for benefits.

Keep Eligibility Forms Available

LEAs also needed to keep National School Lunch Program applications and Alternative Income Forms available throughout the school year and summer.

A family’s financial situation can change at any time. By accepting these forms, LEAs could identify students who became eligible for Summer EBT benefits after the traditional application period.

However, eligibility for Summer EBT did not always affect the LEA’s unduplicated pupil count. LEAs needed to understand the separate rules for each program.

Key Lesson for LEAs

The 2024 Summer EBT program relied on more than a single data pull. It depended on steady, accurate updates from LEAs.

That lesson still applies to many student-support programs today. When enrollment, meal eligibility, migrant, homeless, and foster youth records stay current, schools can better support eligible students and families.
