[CA] District of Choice Reporting in CALPADS

CALPADS Update Flash #281 explained District of Choice reporting requirements for California LEAs that participate in the District of Choice program.

The Flash’s 2024 validation notice is historical. However, the reporting workflow still matters for participating districts. Districts should use current CDE guidance and the current District of Choice participant list when planning their reporting work.

If your LEA is not a District of Choice, this guidance does not apply.

Why District of Choice Data Matters

California’s District of Choice program allows students to transfer to a district that has elected to accept District of Choice transfers.

CDE uses CALPADS and CBEDS data to meet its reporting responsibilities. In addition, Districts of Choice must report certain information to their county office of education and neighboring districts.

As a result, accurate enrollment records do more than support local operations. They help CDE report complete and reliable statewide data.

What CALPADS Collects

Much of the required information already comes from student records in CALPADS. However, Districts of Choice must also report two specific fields for qualifying transfers:

Districts must populate both fields when:

  • The student has a primary or short-term enrollment status.
  • The student’s most recent prior enrollment was in another California public-school district.
  • The student transferred under the District of Choice program.

These details allow CDE to distinguish District of Choice transfers from other interdistrict transfers.

Use the Correct Transfer Code

Code 4 applies only to students who transfer under the District of Choice program.

If a student transfers for another reason, the LEA must select the transfer code that matches the student’s situation. For many non-District of Choice transfers, Code 6 — Other Transfer may apply.

However, staff should not use Code 6 as a default. Instead, they should review the CALPADS transfer-code definitions and select the code that accurately reflects the reason for the transfer.

For example, other transfer reasons may include:

  • A voluntary transfer to a county office of education school
  • A transfer connected to a parent’s work location and residency
  • A transfer required by an Individualized Education Program
  • A transfer to a charter school outside the district of residence
  • A transfer following natural matriculation or a residency change

Accurate coding helps the LEA avoid validation issues and keeps statewide reporting meaningful.

Understand the SENR0320E3 Validation

Flash #281 announced that CDD SENR0320E3 would return on June 18, 2024.

The validation checks for a missing Student School Transfer Code when a student transfers into a District of Choice from another California public-school district.

If a student transferred through the District of Choice program, the LEA must report Code 4 and the District of Geographic Residence. If the student transferred for another reason, the LEA must report the appropriate alternative transfer code.

Therefore, teams should review the transfer reason before posting the SENR record. That simple step can prevent a later certification discrepancy.

Build a Shared Transfer-Reporting Process

District of Choice reporting often starts outside the CALPADS office. Enrollment staff collect the transfer information, while program staff and data teams maintain the record.

A strong process should include:

  • A clear way to identify District of Choice transfers at registration
  • Documentation of the student’s transfer reason
  • Review of the prior district and district of geographic residence
  • A quality check before submitting the SENR record
  • A process for resolving certification discrepancies promptly

First, confirm whether the transfer falls under the District of Choice program. Next, select the correct transfer code. Then, verify the district of geographic residence before the record posts.

This approach improves data accuracy and reduces avoidable rework.

Use Current CDE Guidance

The 2024 Flash remains a helpful reference. Still, participating districts should confirm current program requirements, participant status, and reporting instructions with CDE before each collection.
