[CA] CCGI Update Flash #4: CCGI Requirements for All High Schools

The California Department of Education (CDE) issued CCGI Flash #4 on September 29, 2025. The update explains the California College Guidance Initiative (CCGI) requirements for Local Educational Agencies (LEAs) that serve students in grades 9–12.

First, the flash outlines key deadlines under state law. Next, it introduces a resource that helps LEAs check their Student Information System (SIS) vendor’s CCGI readiness. Finally, it explains what vendors must do to support CCGI data sharing.

State Requirements for LEAs

California Education Code Section 60900(f) requires every LEA that serves grades 9–12 to work with CCGI. This requirement includes charter schools.

LEAs needed to complete the following steps:

Enter a data-sharing agreement with CCGI by January 1, 2026
Send an initial data file by June 30, 2026
Complete onboarding so students can use transcript-informed Partner Accounts on CaliforniaColleges.edu

These requirements apply to every eligible LEA. Therefore, an LEA remains responsible for its CCGI data even if its SIS vendor does not yet meet CCGI requirements.

LEAs must also submit data that meets CCGI standards. As a result, CALPADS, SIS, counseling, and district data teams should work together throughout the process.

How Transcript-Informed Accounts Help Students

Transcript-informed Partner Accounts give students and educators a clearer view of student progress. In addition, the accounts update regularly when the LEA sends current data to CCGI.

For example, students and educators can use these accounts to:

Track progress toward CSU and UC admission requirements
Connect directly with California public college applications
Explore college and career planning tools
Review transcript-based information in one place

Therefore, timely and accurate data helps students make better-informed decisions about college and career planning.

Review the SIS Vendor Capabilities Matrix

CSIS created the CCGI SIS Vendor and Product Capabilities Matrix to help LEAs understand vendor readiness.

The matrix shows each vendor’s progress with CCGI requirements. For example, it identifies whether a vendor supports:

Required and additional data elements for transcript-informed accounts
Automated data submission through an API or data extract
Small-vendor fee waivers
CCGI compatibility certification

CSIS updates the matrix as vendors make progress. Therefore, LEAs should review it regularly and discuss any gaps with their SIS vendor.

What SIS Vendors Need to Do

SIS vendors that support California high schools must complete several steps to meet CCGI requirements.

First, vendors must map their SIS fields to CCGI’s required and optional data elements. This mapping helps LEAs send complete and accurate student records.

Next, vendors must create an automated process to send data to CCGI. They can use an API or a data extract for this process.

However, small vendors may request a waiver from the automated submission requirement. Even so, the LEA must still meet its CCGI data-sharing responsibility.

In addition, vendors may not pass CCGI compliance costs to LEAs. This rule helps districts and charter schools meet the state requirement without added vendor fees.

Finally, CCGI will mark vendors as compliant only after they meet the required standards. Vendors that completed this work by January 1, 2026, gave their LEA partners more time to meet the June 30, 2026 data-file deadline.

What LEAs Should Do

LEAs should take the following actions:

Confirm that the LEA has a current CCGI data-sharing agreement
Verify that the LEA completed onboarding
Review the vendor capabilities matrix
Ask the SIS vendor how it sends CCGI data
Confirm who owns data review, file submission, and follow-up
Work with counseling and data teams to check data quality

In addition, LEAs should document their local process. Clear ownership helps teams identify missing data and resolve issues faster.
