Fall 1 data population starts with accurate and timely student records. Therefore, Local Educational Agencies (LEAs) should prepare their data before the CALPADS submission window opens.
The California School Information Services (CSIS) Fall 1 Data Population training explains the records that LEAs need to maintain. It also explains the best submission order and the errors that can delay certification.
First, new CALPADS coordinators can use this guide to learn the process. Meanwhile, experienced users can use it as a refresher.
Key Fall 1 Dates
The California Department of Education CALPADS calendar lists these key Fall 1 dates:

First, LEAs should aim for zero certification errors by November 20. As a result, program staff and local leaders will have more time to review reports.
Next, LEAs must approve Fall 1 data by December 11. The Special Education Local Plan Area (SELPA) should also approve the data by that date.
Finally, the amendment window closes on January 22, 2027. SELPA approval becomes mandatory by that deadline.
Fall 1 Data Population Files
Fall 1 data population uses eight student profile files. Four files usually come from the student information system (SIS). Meanwhile, the Special Education Data System (SEDS) sends four special education files to CALPADS.

Therefore, CALPADS coordinators should check how local systems map data to each file. They should also confirm which staff members own each data area.
Start With Enrollment and SSID Ownership
The SENR record gives the LEA ownership of a student’s Statewide Student Identifier, or SSID. For this reason, LEAs should submit the SENR record before they submit other student profile records.
For each newly enrolled student, follow this sequence:
- First, search CALPADS for an existing SSID.
- Next, select the correct SSID or request a new one.
- Then, post the student’s SENR enrollment record.
- Add the verified SSID to the local SIS.
- After that, submit the student’s SINF, SELA, and SPRG records.
- Finally, confirm that the SEDS sent all applicable special education records.
Careful SSID matching prevents extra work. For example, an unnecessary new SSID can create duplicate records and enrollment anomalies.
Complete the Student Information Record
Posting an enrollment creates a basic student record. However, that record may not include all Fall 1 demographic details.
The SINF record includes information such as:
- Legal name and birth information
- Gender
- Race and ethnicity
- Birth country
- Time enrolled in United States schools
- Residential or mailing address
- Parent or guardian education information, when applicable
CALPADS coordinators should use the current File Specifications to review each field. In addition, they should confirm which fields need a value.
Some optional fields work together. For example, when an LEA reports a parent’s education level, CALPADS may also expect related parent information. Therefore, teams should review the complete record before submission.
Review English Language Acquisition Status
An accurate SELA record supports Fall 1 reporting and English learner services. It can also affect assessment records.
Before creating a new SELA record, check the student’s CALPADS history. A student who transfers from another California public school may already have a valid status.
If CALPADS already shows a valid status, do not create a duplicate record. Instead, confirm that the local SIS matches CALPADS.
In addition, CALPADS and multilingual program staff should review:
- Home Language Survey information
- Primary language
- Students awaiting an initial assessment
- Initial ELPAC results
- Reclassification records
- Language Instruction Program participation
The Test Operations Management System sends initial ELPAC results to CALPADS. Therefore, local teams should monitor those results and investigate differences between systems.
Validate Student Program Records
SPRG records show student eligibility and participation in several programs.
For example, these records may include:
- Free or reduced-price meal eligibility
- Homeless education
- Migrant education
- Foster youth programs
- Armed Forces family membership
- Language Instruction Programs
- Other state or federal programs
Program dates need careful review. CALPADS generally counts Fall 1 eligibility when a program record remains active on Census Day.
Therefore, incorrect start or end dates can affect student counts and funding-related reports. CALPADS coordinators should confirm eligibility with the staff who manage the source records.
Coordinate Special Education Data Through the SEDS
The SEDS sends special education data to CALPADS through an automated connection. However, CALPADS administrators still need to monitor the results.
When an error occurs, teams should correct the information in the SEDS. Then, they should send the updated record to CALPADS again.
Otherwise, the SEDS may replace a correction made only in CALPADS. Also, the two systems may show different information.
CALPADS and special education teams should review:
- Missing or rejected API records
- Enrollment and special education date conflicts
- Meeting, plan, service, and disability records
- Certification validation errors
- Fall 1 special education reports
- SELPA approval progress
Resolve Validation Issues Early
CALPADS uses several checks to find missing or incorrect information.
First, fatal Input Validation Rules stop records from posting. Teams must correct these errors and submit the records again.
Next, warning Input Validation Rules allow records to post. However, teams should still review each warning for a possible data issue.
Then, Certification Validation Rules identify problems in the Fall 1 snapshot. Teams must resolve these issues before certification.
Finally, Certification Data Discrepancies flag records that may not match expected results. Therefore, LEAs should investigate each discrepancy and correct the source data when needed.
A posted file does not mean the data is ready for certification. Instead, LEAs must also review validation results and certification reports.
Build a Cross-Department Process
Fall 1 data population requires teamwork across the LEA. Therefore, the CALPADS coordinator should not manage the process alone.
For example, the Fall 1 team may include staff responsible for:
- Enrollment and registration
- Student information systems
- English learner programs and assessments
- Nutrition services
- Homeless, foster youth, and migrant programs
- Special education and the SEDS
- School-level data
- Fiscal and LCFF review
- Final leadership approval
First, assign an owner to each data area. Next, set clear internal deadlines. Then, schedule time for program staff to review reports.
As a result, the LEA can find problems earlier and reduce last-minute corrections.
Fall 1 Data Population Checklist
Before starting certification review, confirm that your LEA has completed these steps:
- Posted current SENR records
- Resolved enrollment conflicts and anomalies
- Added verified SSIDs to the local SIS
- Submitted complete SINF demographic records
- Reviewed SELA and Language Instruction Program information
- Confirmed Census Day program eligibility and dates
- Monitored special education API submissions
- Resolved fatal input validation errors
- Reviewed warning validations
- Coordinated corrections with the correct data owners
- Created a plan to reach zero certification errors by November 20

California Local Educational Agencies (LEAs) should begin preparing for the 2026–2027 CALPADS Fall 1 submission. This year brings new student exit codes, validation rules, report updates, and access requirements.
Therefore, CALPADS coordinators should review these changes with their local data teams now. Early planning will give each team more time to correct errors and review reports.
Key Fall 1 Deadlines
The California Department of Education CALPADS calendar lists the following Fall 1 dates:

First, LEAs should update and review student profile data before Census Day. Next, they should resolve all fatal errors by November 20.
This early target leaves time for report review and local approval. In addition, it reduces the risk of rushed corrections in December.
LEAs must approve their Fall 1 data by December 11. The CDE will use the approved Report 1.17 data to calculate the First Principal Apportionment.
The CDE will also pull special education data for federal disproportionality calculations after the December 11 deadline. Therefore, LEAs should verify race, ethnicity, disability, and program-setting data before approval.
Finally, the amendment window closes on January 22, 2027. LEAs must obtain SELPA approval by that date.
Review the New Student Exit Codes
Assembly Bill 1984 requires the CDE to collect more details about student transfers related to discipline. As a result, the CDE updated several Student Exit Category codes.

The new rules apply to enrollment exit dates on or after July 1, 2026. Therefore, LEAs should update their SIS code mappings and local procedures.
In addition, registrars and discipline staff should review the new definitions together. This step will help staff select the correct code for each transfer.

Confirm Access to Special Education Reports
Users now need the SPED View role to open Fall 1 special education reports. They also need this role to view District of Special Education Accountability reports that contain special education data.
Therefore, LEA administrators should audit user accounts before report review begins. They should confirm that each user has the correct access for their assigned tasks.
However, administrators should only provide access to staff who need the data. This approach protects sensitive student information.
Prepare for New Validation Rules
CALPADS includes several new or updated validation checks for Fall 1. Therefore, CALPADS and special education teams should review these rules before submitting data.
Preschool Program Settings
Students with Program Setting Code 201 need related preschool setting information. For example, the PLAN record may need a service location and a weekly-hours indicator.
As a result, special education teams should review preschool records in the SEDS before sending them to CALPADS.
Historical Homeless Program Records
LEAs must use an annual housing questionnaire to identify students who lack stable housing. Therefore, teams should close old homeless program records when those records no longer apply.
CALPADS will check for historical homeless records that remain open. Consequently, LEAs should review their SIS extracts before submission.
RFEP Start Dates
CALPADS will check the Reclassified Fluent English Proficient start date against the student’s enrollment date. The RFEP date must occur at least one day after the enrollment start date for the reporting LEA.
Therefore, multilingual program staff should review RFEP dates before Fall 1 processing begins.
Private School Special Education Records
A student with an Individual Service Plan and private school enrollment should have the correct school program setting. CALPADS expects Program Setting Code 403 for this situation.
In addition, CALPADS may flag an eligible and participating student who lacks a MEET or PLAN record. Special education teams should review these students in both CALPADS and the SEDS.
Future Enrollment Records
CALPADS reduced the future enrollment window from six months to three months. Therefore, LEAs can no longer submit an enrollment start date more than three months in advance.
Registrars should review future enrollment procedures and adjust local timelines as needed.
District of Geographic Residence
CALPADS changed the missing District of Geographic Residence validation from a warning to a fatal error for county office enrollments.
As a result, county offices must include this information before CALPADS will accept the affected records.
Review Fall 1 Report Changes
CALPADS also includes several report updates.
First, county authorizers will receive two new reports for former foster youth:
- Report 5.8: Aggregate enrollment counts
- Report 5.9: Student-level enrollment list
Next, Report 16.24 now displays all meeting types by default. Users can still apply a filter when they need a more specific view.
In addition, CALPADS updated Reports 8.1, 1.13, and 1.14 to include the new exit codes. Therefore, LEAs should confirm that the report totals match their local records.
Finally, CALPADS removed the month-and-day filter from real-time Reports 1.17 and 1.18. The filter did not change the underlying program data, so its removal should reduce confusion.
Complete the Fall 1 Approval Requirements
Before LEA approval, CALPADS coordinators should confirm that:
- No fatal certification errors remain
- No fatal data discrepancies remain
- The anomaly rate equals 2% or less
- Staff reviewed all ten aggregate reports
- Every required report shows a green checkmark
- Program staff confirmed the report totals
- LEA leadership reviewed the final results
- Staff coordinated special education corrections with the SELPA
After the LEA approves the data, the SELPA can review and approve the special education reports. However, the LEA should allow enough time for that second review.
What LEAs Should Do Now
First, audit CALPADS user accounts and confirm SPED report access. Next, meet with enrollment, multilingual, special education, and program staff.
Then, review the new exit codes and validation rules. Also, confirm that the SIS and SEDS contain current information.
Finally, use the Fall 1 Reporting Roadmap to assign tasks and track progress. A shared checklist will help the team identify delays before they affect certification.
Early preparation gives staff more time to resolve problems. More importantly, it helps leaders approve accurate and complete Fall 1 data.
