Arizona public education agencies (PEAs) now have a new process for submitting AzEDS relationship requests for certain special education entities and programs.
Effective immediately, PEAs must use the new ESS ADE Help Desk Ticket template. The ESS Data Management team will no longer accept these requests by email.
This change matters because an AzEDS reporting relationship is part of the reporting process for students served in specialized settings. Teams should update their procedures now, so staff know where to submit requests and what to expect after doing so.
Which AzEDS Relationship Requests Use the New Template?
Use the ESS ADE Help Desk Ticket template to request a reporting relationship with:
- Approved Private Special Education Schools
- Residential Treatment Centers (RTCs)
- Head Start Programs
- Special education programs operated by another public school district or serving entity
- Secure Cares
What Has Changed?
The new ticket process creates one consistent way for ADE to receive and track these requests. However, PEAs should keep several requirements in mind:
- Submit each relationship request through the ESS ADE Help Desk Ticket template.
- Submit only one relationship request per ticket.
- Create a separate ticket for every additional relationship.
- Submit a new request each year for a special education program operated by another public school district or serving entity.
- Do not identify a charter school or charter district as the serving entity. Charter schools and charter districts are not eligible to serve in that role.
ADE has also replaced its former Approved Private Day Schools, Head Starts, and RTC guidance with a single resource: Reporting Students Served by Other Educational Entities and Specialized Programs.
What PEAs Should Do Now
First, update any internal checklist or procedure that directs staff to email the ESS Data Management Inbox for an AzEDS relationship request.
Next, confirm the entity type and gather the information needed to complete the Help Desk ticket. Assign one person to submit and track the request, then communicate the status with the staff responsible for enrollment, special education services, calendars, and AzEDS reporting.
Finally, review ADE’s updated guidance as a team. Establishing the reporting relationship is only one part of the process. Staff may also need to coordinate the correct student enrollment, special education, calendar, and reporting records.
